Onboarding is a clinical-purpose and operations review, not only a sign-in screen.

## What you can use now

- Prepare purpose, data-flow, scope, privacy, and operations documents; run `handoff-check` against the signed release.
- Define support, revocation, downtime, rollback, and retention contacts.

## Current limits

- No self-serve public hospital install wizard exists.
