Test the app locally, verify the signed release, generate handoff evidence, and then run hospital UAT on the exact bytes.

## What you can use now

- Exercise success, denial, stale webhook, origin mismatch, dependency outage, revocation, and rollback.
- Use only synthetic or explicitly governed UAT data.

## Current limits

- Local green tests do not prove production runtime readiness.
